      Because vdL just had to try that shit again after she failed in Germany. She doesn’t seem to be tremendously into surveillance etc. in general (or you’d see her pushing it also with the usual terrorism etc. justifications) but she really, really, has a hangup about CSAM to the degree that the ignores victim organisations.
