Yeah there’s no universe in which New York City just stays with Kansas and Nebraska if something like this happens. An independent city-state seems a lot more likely to me.
My headcanon is that pretty much everything north and east of Philadelphia becomes its own state. At the very least it would have to encompass everything near and between the Boston and NYC metro areas.
