That said, the old competition was fucking stupid because it allowed cavalry officers to complete but not enlistedmen, because enlistedmen were supposedly more professional and officers were the real amateurs. So you can say the rules were always stupid.

True but it looks like the IPSC is international as well, and the most awards are held by a French man, so US kinda sucks a little at that too.
