Because everyone has the capability to just move to anywhere if they don’t like a place. People don’t have any family or friends they would leave behind, and they always have enough money to just move to another country.
Not anyone, just people who are willing to go to a better place. Ask any imigrant at the south border if they left family/friends ot if they have “enough money” (whatever that means) to come to the US (better place than any of the places left behind).
