Divest from highways and freeways and put that money towards building high speed rail infrastructure for interstate/cross-country travel.
Subsidize said rail infrastructure to make fares very affordable.
Invest in underground metro and above ground streetcar infrastructure for inner-city travel. Don’t forget about the buses.
Subsidize production of two-wheeled transport (bicycle, ebike, motorcycle, scooter, etc.) and create and/or improve infrastructure to accommodate for them.
