That’s tricky because the government kinda gets to decide who is and isn’t a terrorist. You can of course disagree with them and call the terrorists freedom fighters instead. My point is it’s a subjective term. A government of thieves is called a cleptocracy and in my opinion that (in addition to “coup”) is the adequate term here.
