The problem is that federal income taxes are generally paid directly by employers to the federal government. It’s not clear by what mechanism states and/or cities might withhold them.

It’s true that the State of New York, and NYC are both large employers, so hypothetically I guess they could refuse to collect income taxes from their employees on behalf of the federal government, but certainly the IRS would still hold the individual taxpayers responsible for those taxes at the end of the year.

If it gets to the point where the States are withholding money from the federal government, I’d wager it’s because they no longer view the federal government as legitimate. I guess, good luck to the IRS trying to collect?

What would stop the IRS from sending federal agents arresting people on the streets? We’ve already seen ICE doing it without badges, uniforms, or warrants

This is the problem with a dictatorship. They have too much power. They can do whatever they want

I thought they fired all of them?

With our communications, transactions, and travel all recorded, and soon to be fed into AI for threat assessment, it’s going to be very difficult to organize without predicted leaders getting MLK’d.

The state is a pretty big employer, so that portion might be held back for a while. That would still have to be paid by the end of the year, though.
