Either a previous owner had a bad experience where they got halfway up the stairs before they couldn’t hold it any more and said, “never again”; or it’s a house split into multiple flats and there’s literally nowhere else to put it for this particular flat.

Well, considering my 80 year old mother pooped her way through a restaurant trying to get to the bathroom in time, this would probably be a very good idea for her if her staircase had a landing.
