Genuine question (disclaimer: I have not and don’t plan to commit any crime by mail), how would they catch someone for this? It’s not like they put their return address on the envelope or something.
They can tell what town, what center processed it, what mail box it came from, and then it’s just a matter of finding what camera is pointed at it.

You decide some guy did it, ruin that guy’s life until he’s falsely convicted or the public forgets all about it. Then if neither of those work after six years you maybe look into other options.
