Democrats don’t want it. Country Republican voters would be outraged in minutes if their service was cut off or the price spiked. Those voters will notice fast. What you’re missing here is that it takes a little while for things to go to shit. What you do as a smart conservative (bit of an oxymoron, I admit) is implement this towards the end of your term so that the effect will come when the democrat is in power in the next term.
