I’m not sure if you are aware of this, but Republicans have been denigrating and bashing on Jimmy Carter for decades. Mostly because there were problems with the economy at the time that caused oil prices to skyrocket. He was an otherwise effective and capable leader, but he was always the butt of every Republican joke for years… “at least X isn’t as bad as Carter!” they would say. So to compare Carter to Biden and say he looked brilliant compared to him is a backhanded insult. Not even thinly veiled at this point. He’s insulting two presidents at once.
