When Trump was first elected, it was clear that they never actually planned to win and govern. They had no plan, no staff in place, nothing. They literally didn’t understand that you needed to do that.

It’s clear that they didn’t understand that life would change after becoming a political figure. The same keeps happening–they can’t seem to get that he’s not a private business person whose dealings are opaque.
