It’s literally German for air force
Akschually air force would literally be Luftmacht, but that would sound too much like the Defense Force, or Wehrmacht, that they had during a certain period of time.
It is rumored that the Luftwaffe can even scrounge an operative helicopter or fighter or two. And if the German ministers traveling are really lucky, they might even have an Airbus out of repairs so that the poor diplomats don’t need to fly business class.
