Azerbaijan, not Kazakhstan.
And he said “sorry your plane crashed” that’s not the same as accepting responsibility for shooting it down.
Imagine I shot your son, and said “sorry your son hurt himself”, sounds more insulting than an apology.
Putin will go and say “yeah, we did it, so what? Suck it up” and that will be the end of story.
Guilt? There is no guilt in Russia, only vodka and defenestration.
