They just need proper training. If they had simply run through some shooting ranges of urban bar settings they would have realized mass shooting is bad.

Cops, former or current, are dangerous lunatics that should ideally be separated from the rest of society but at the very least disarmed and basically put on lifelong probation to protect everyone else

In fairness, his firearms training and experience probably emphasized random spraying of bullets towards anyone he vaguely perceived as a threat, and not precision aiming at the intended target.
