Couldn’t the woman just say that the raccoon is just a passenger and she has no responsibility for it?

Def sounds like the trail of evidence is weak.

Unless the racoon was caged or on a lead. Surly the defence will claim it found the stuff and dragged it into the car.

Even if the driver has a history etc. seems the racoon is all sorts of reasonable doubt.

However, a subsequent search revealed that Vidal’s car contained a bulk amount of methamphetamine, crack cocaine and three used glass methamphetamine pipes, police said.

She’s cooked bro. She has paperwork claiming the raccoon as a pet and it holding a meth pipe on bodycam allowed probable cause to justify the search. Fuck the police but they’re unfortunately probably going to get the conviction.

          Furthermore:

… whose registered owner had an active warrant and a suspended driver’s license, …

The possibility of the pipe-wielding raccoon having acquired the pipe independently and without the driver’s knowledge doesn’t invalidate the search that found all the drugs. The active warrant is enough.
