You should be required to demonstrate at 9 months that your dog can sit, heel, stay, is not reactive to strangers, children, or animals, and will return when commanded to. If you fail any of those you lose your dog and your privilege to own dogs. No exceptions.
Have pet and non pet cities. Pet cities you can have pets everywhere including restaurants. Non pet you can have pets nowhere not even on the sidewalk.
My town is very dog friendly, every restaurant has picnic tables outside and there’s always people hanging out with their dogs. It’s pretty great, I like to take my dog for a walk and then stop to get ramen on the way home.
But then we’re also a town with less than 3000 people and tons of green space for them to walk on, so that’s not really viable everywhere.

Fully agree. If for no other reason than you should be able to get your pet to the vet without a car.
