Have pet and non pet cities. Pet cities you can have pets everywhere including restaurants. Non pet you can have pets nowhere not even on the sidewalk.
My town is very dog friendly, every restaurant has picnic tables outside and there’s always people hanging out with their dogs. It’s pretty great, I like to take my dog for a walk and then stop to get ramen on the way home.
But then we’re also a town with less than 3000 people and tons of green space for them to walk on, so that’s not really viable everywhere.

The sewer system, to a wastewater treatment plant. This isn’t the Victorian era where you throw the chamber pot out the window.
You aren’t as likely to get a disease from dog shit in your environment so it’s somewhat less of a public health issue.
